Step 1
Combine coriander leaves, mint leaves, lemon juice, coconut, salt, crushed peppercorns and 1 teaspoon oil in a grinder jar and grind into a smooth paste.
Step 2
Transfer the ground paste into a bowl. Add fish and mix well. Set aside to marinate for a few minutes.
Step 3
Heat remaining oil in a non-stick pan. Add mustard seeds and curry leaves and let the seeds splutter.
Step 4
Add turmeric powder and mix well.
Step 5
Place each marinated fish piece on a banana leaf and pour the flavoured oil on top of them. Fold from all sides and secure with toothpicks.
Step 6
Heat sufficient water in a steamer. Place the fish packets in it, cover and steam for 5-7 minutes.
Step 7
Serve hot.
